Empty government office desk with CAISI director nameplate, representing Chris Fall's resignation

The director of the Center for AI Standards and Innovation (CAISI), Chris Fall, has resigned after just three months on the job, the agency confirmed to multiple news outlets. Fall’s departure marks the third time the leadership position has changed hands in less than a year, raising questions about the stability of the U.S. government’s primary body for developing AI technical standards and testing methods.

Another leadership shakeup at CAISI

Fall was appointed in July 2025 to lead CAISI, which operates under the National Institute of Standards and Technology (NIST). He succeeded Collin Burns, who left the position in less than a week in April 2025. According to sources who spoke with The Washington Post at the time, Burns was pushed out because of his previous employment at Anthropic, the AI company that had been in conflict with the Trump administration.

Before Burns, the agency was led by venture capitalist David Sacks, who served as White House AI and crypto czar. Sacks stepped down in March 2025. No official reason has been given for Fall’s departure.

Fall’s background and CAISI’s mission

Prior to leading CAISI, Fall served as director of the Department of Energy’s Office of Science during the first Trump administration and was acting director of the DOE’s Advanced Research Projects Agency-Energy. He also worked at the DOE’s Office of Naval Research.

CAISI was established to develop technical standards and testing methods for AI models, as well as to assess cybersecurity risks. Despite this mandate, the agency was notably absent from the recent executive order establishing a new AI safety oversight program called ‘Gold Eagle,’ which created a clearinghouse for cybersecurity vulnerability coordination. The Commerce Department and Department of Homeland Security were named as participants, but CAISI was not included, according to CNBC.

Broader AI policy context

Fall’s resignation comes amid ongoing tensions between the U.S. government and AI companies. In June 2025, the Commerce Department invoked an obscure export control directive that forced Anthropic to pull its Mythos and Fable models from the market. The ban was lifted later that month after Commerce Secretary Howard Lutnick expressed satisfaction with Anthropic’s safety plans.

Meanwhile, Google DeepMind CEO Demis Hassabis has called for the creation of an independent, industry-run standards body to regulate frontier AI, modeled after FINRA — a mission similar to CAISI’s original purpose.

The administration is also weighing efforts to restrict Chinese open-weight AI models, following the competitive performance of Moonshot’s Kimi model. David Sacks, the former AI czar, has publicly argued against using regulations as a protectionist strategy for U.S. proprietary AI labs.

Unanswered questions about CAISI’s evaluation processes

While CAISI has released reports on Chinese open-weight models, including Z.ai’s GLM-5.2 and DeepSeek V4 Pro, the agency has not detailed its testing processes. Bitcoin World has sent multiple inquiries to the Department of Commerce and NIST since July 9, 2025, regarding how its LLM evaluations work, and has not received a response.

Conclusion

The rapid turnover at CAISI’s top position — three leaders in less than a year — underscores the challenges facing the U.S. government’s efforts to establish coherent AI standards policy. With no permanent director in place and questions about the agency’s role in broader AI oversight, the future of federal AI standardization remains uncertain.

FAQs

Q1: Who was Chris Fall and why did he resign from CAISI?
Chris Fall was the director of the Center for AI Standards and Innovation (CAISI) for three months. No official reason has been given for his resignation, but he is the third leader to leave the position in under a year.

Q2: What is CAISI and what does it do?
CAISI, operating under the National Institute of Standards and Technology (NIST), is the primary U.S. government organization for developing technical standards and testing methods for AI models, as well as assessing cybersecurity risks.

Q3: How does this affect U.S. AI policy?
The repeated leadership changes raise concerns about stability and continuity at a critical agency. CAISI was notably excluded from the recent ‘Gold Eagle’ executive order on AI safety oversight, suggesting its role in federal AI policy may be shifting.
